Since 1996 gminas (local communities) have been entrusted execution of specific tasks in the area of prevention and resolving alcohol related problems by virtue of the Act on Upbringing in Sobriety and Countering Alcoholism, which also indicated as source of financing the fees that gminas may charge and collect for permits and licences to sell alcoholic beverages.
Polish system of alcohol dependence and co-dependence treatment has been intensively improving during the last few years. The changes were done to the therapeutic programs as well as to the education process of our personnel. The base for those changes is a modern theoretical model which describes the alcohol dependence as a multi factor social disease with bio-psycho and social basis.
The following issues were covered under this programme:
A. Too low level of competence of the carers working with alcoholics’ children.
B. Low competence in terms of a methodology applied in socio-therapeutic work with alcoholics’ children from different age groups.
C. Deficiency of professional help for alcoholics’ children who stay in educational institutions.
D. Low availability of socio-therapeutic centres for the children of alcoholics in different regions.
The State Agency for Prevention of Alcohol Related Problems, PARPA, is pursuing various actions which sum up into a modern model of public education on prevention and solving alcohol related problems. The actions are aimed at changing the attitude of the media and of the society as a whole towards the alcohol related problems, including their way of discussing and describing these problems.
